Waynecorp provides Wonder Woman with her disguises, as well as for the JLA/Teen Titans members who need them. Karen Starr has Star Labs make them for her. DOMAIN(Department of Metahuman Affairs Intervention & Neutralization) has its own R&D division which crafts disguises for its operatives, including Agent Diana Prince.
For the bad guys, there's always Dr Harleen Quinzel's 'Ye Olde Disguise Shoppe'(if you're not in someone's Rogue Gallery, you don't get invited, and no free catalogs either), the Secret Society of Supervillains and Lexcorp's Special Projects Division.
I've just got an image stuck in my head of the employees' area for the 'disguise store' with regular dress code requirement notices: 'Tuesday: all employees will have red hair. Style is discretionary, color is not' or 'In honor of Chinese New Year, all employees will wear Asian-styled disguises for the week of...' and, as always, "One face per employee per shift. 'Clones' are not allowed. Actual clones and/or twins/triplets/etc. must wear visibly distinguishable disguises while on company time'.
Not sure about Lexcorp, I always assumed he picked them for both brains and beauty.
Harley'd need LOTS of regular customers. Perhaps an army of snakewomen or female velociraptors plotting to take over the world disguised as glamor models?

And what the heck, there are lots of named characters who go through masks the way normal folks go through soap; I can't imagine that they have time to make all their disguises on their own. Maybe they subcontract or *hehe* buy in bulk?
